why 10+2
The new security filing is commonly referred to as "10+2" because it includes the ten data elements that importers must furnish 24 hours before their cargo is laden at the port of export (destined for the United States) and two carrier data elements:
Manufacturer (or supplier) name and address
Seller name and address
Buyer name and address
Container stuffing location
Consolidator (stuffer) name and address
Importer of record number/FTZ applicant identification number
Consignee number(s)
Country of origin
Commodity HTSUS number
Vessel stow plan
Container status messages
The program has been designed by Customs to help prevent terrorist weapons from being transported to the United States and to meet the requirements of the Security and Accountability for Every Port (SAFE) Act 2006. The purpose of the SAFE Act was for CBP to identify and seek additional data related to the movement of a shipment.
This will only affect ocean imports. The main things to remember is the person/company filing the ISF (Importer Security Filing) must be ABI or AMS and the ISF must be filed 24 hours prior to the vessel sailing! No exceptions.
Importer is the responsible party
Required for each and every import shipment
Fines are $5000 per shipment
